New Jersey has one of the strictest laws in the country. If you are caught with any snow or ice on your car, you can be given a ticket for between $25 and $75.  But if the snow or ice on your vehicle causes a car accident, an injury or property damage, fines increase to between $200 and $100 for regular drivers and $500 to $1500 for commercial motor vehicle drivers.

In Pennsylvania’s case, the law applies when snow or ice falls from your car and hits a pedestrian or car, resulting in death or serious injury.  In that case the fine ranges from $200 to $1000.
