The initial level of social security benefits is a paperwork level, meaning that you submit medical records and statements and questionnaires and forms to the bureau of disability determination, which is essentially the agency that investigates claims. But you never have the right to testify or meet with a live person and explain your circumstances. So, if you are denied at that level, and the majority of people are denied at that level, then once you get the denial you have 60 days to appeal and to ask for a hearing.
